Form 8941 CPA discusses why so few Companies claim the Small Employer Health Insurance Tax Credit

On May 14th, 2012 the Government Accounting Office published a 52 page report on the Small Employer Health Insurance Tax Credit. As a Form 8941 CPA, I was surprised by their numbers.

  • Only 170,300 companies applied for the credit, down from the estimated 1.4 to 4 million the government expected.
  • Only 28,100 employers claimed the full credit.
  • Most eligible companies don’t offer health insurance so they can’t qualify for the credit.
  • The credit isn’t enough incentive for these companies to begin offering health insurance.
  • Form 8941 and associated calculations were complex enough to prevent some eligible companies to file for the credit.
